Starting in December 2025, Romanian legislation was updated to reflect how people make payments today. Law No. 239 of 15 December 2025 on the establishment of measures for the recovery and efficiency of public resources amended Law No. 207/2015 on the Fiscal Procedure Code by updating the definition of “modern means of payment,” in line with Law No. 209/2019 on payment services. According to this update, modern means of payment include, in addition to debit, credit, or prepaid cards, digital solutions based on applications that allow the initiation of a payment order directly from one account to another.
